You are right on the money--this action by the Tennessee Legislators is a huge, "Sit down, shut up, and learn your place, boy." The white woman didn't get expelled because she wasn't using a bullhorn. No. She didn't get expelled because of the color of her skin. Expelling her, also, would have muddied the message.
